November 1887.

The Secretary of State for War replied that

funds were not availaule for purchasing Mr. Humphreys' lease

out that the Colonial Governmatt should oe urged not to

grant him a building lease or a renewal of his Garden Lease,

until the War Department requirements were settled, this

auswer was forwarded to colonial Government on 8th.march

1888.

On the 11th. June 1888 the Assistant military

Secretary was informed by direction of His Excellenev the

Governor that the Government was under pledge to deliver

leases to Mr. Humphreys and others and that if their rights were not acquired ov purchase, the Government had no other

alternative than that of fulfilling their promise. Vide

letter of Colonial Secretary dated 11th. July 1888, No.766.

The Major General Commanding answered that

as the Principal Medical Officer was strongly opposed to

the land in question as a site for barracks for Europe an

troops he would strongly recommend the Secretary of State

for war to give up all idea of acquiring the land for Military purposes, as much more satisfactory arrangements

could made. On this the Colonial Secretary endorsed: -

There seems to be nothing in the way now of

"granting a building lease to Mr. Humphreys'.

A minute of the Survevor General followed

on this dated the 15th of June 1888 annexed to C. S. 0. No.

2357.

On the 12th. September 1888 Mr. Price who

had been in communication with Mr. Hinohrevs respecting

the terms of the lease reported the result to the Govern-

ment.

The terms proposed were communicated to Mr.

Humphreys who accepted them

This letter is docketed: -

His Excellency approved of this and leases

were issued accordingly.

On the 12th. June last the Deputy Assistant

Adjutant General was informed that the leases had been

issued to the owners of the lots in question in view of

Major Churchill's letter No. 1562 of 18th. June 1888. C. S.0.

it will therefore be seen that Mr.dumphreys

leases were not allowed to lapse out, were converted into

inland Leases under general authority dated 2nd. April 1886

C. S. 0.767.
